Edit: I've read your post again and I'm guessing that you bought an internet/data add-on but because you are abroad that does not work and you are asking for that to be refunded or changed to an EU text add-on or something?
If that's roughly what you're asking about then you need to contact 48 support directly and ask them if they can assist here - nobody on the community forum can do anything about this.
