You may need to be persistent to get that working - switching airplane mode on then off and immediately trying to make the configuration change may help to "catch" the local network long enough to make the configuration changes.
If that doesn't work what happens if you maually scan for local networks and connect to one of them?
Does anything work? Calls, texts, data?
If all else fails you may need to contact 48 support for advice.
