I had sim activated and in use but when switched phone off then on, it's looking for activation number again, Vodafone has confirmed that it is unlocked and phone was used yesterday

Sounds like it's simply looking for the SIM PIN?
SIM PIN locking is enabled on SIMs by default but can be switched off in your phone settings off you don't want to have to enter the PIN every restart.
