You need to configure your internet/APN/MMS settings properly:
Then you need cash credit on your account to cover the cost of sending MMS messages (30c per message). You topup your credit balance so that you have some money to cover such services.

See this settings craic.. Well I rarely ever have mobile data on my phone because every time I fix these settings.. it lasts for the day and then overnight my APN is TescoMobile somehow, and the internet doesnt work.
Since I got my Samsung Galaxy s3 mini this is the craic. Is it that when I have wifi it knocks off the mobile data or what?
its sooooooooo annoying.. i can only send and receive pic msgs when my mobile data is on.. which it never is. any explantion? (its on now btw coz i just reset these settings. again)

I think I've heard others (here or elsewhere) mention this problem with Samsung Galaxy phones forgetting/resetting the APN/internet settings. Don't know why though. I don't think that it's a 48 specific problem though. If necessary contact 48 support in case they know more:
Normally you need carrier data to send/receive MMS so if you don't have it then MMS won't work. I think that with some custom ROMs/hacks you can get MMS to work over wifi but I never managed this myself when messing around with custom ROMs etc.
