No - 48 don't support carrier data while roaming abroad at all so the only way to use connected apps and internet access while roaming abroad is via wifi.
Seems odd that your phone can't connect to wifi - why is that?
For outgoing calls/texts and incoming calls you'll need cash credit or EU roaming add-ons to cover the costs of these.

Just letting you know I that I was in Zimbabwe again this year and I could still receive texts, no calls, but it is very handy, not to miss a text.
Not going to fix it if it is not broken!!
If you were receiving texts then they must have been over wifi because 48 definitely don't support any service while roaming there.
Some phones and also iPhones/iMessage can receive texts over wifi but many do not.
