I'm on holiday in Slovenia. I've put credit on my phone and I've bought the Guido membership and I still can't make any calls. Wtf

Are you sure that the Guido membership is active?
What does your My 48 account page say about your current membership status and expiry date and does it list any "next" membership in the Membership Planner section?
What membership do you normally buy?
Remember that all memberships run their full monthly course and cannot be terminated prematurely.
If you buy a new membership then it will stack to kick in when any current membership runs its full monthly course and eventually terminates.
Only then will the new membership activate.
