Hello I’ve been abroad for the last year and half and am back in Ireland now , I would like to order a new sim but the website won’t let me do this as it says my account is deactivated , how do I reactive my account and get my old number back?

You need to contact 48 support about this to see if they can reactivate your account.

However if you haven't bought membership for 18 months then I would have expected your account to have been deleted and not just deactivated/suspended.

See sections 7 and 8 of the terms and conditions.

If you want to get set up completely afresh on 48 then register using a different email address, order a SIM, activate it etc.
