First off you seem to be using an iPhone so you may need to read this and try that tip (possibly several times as it can take some persistence for it to work - blame Apple for the stupid way that they do things):

Secondly you need cash credit or EU roaming addons to be able to make/receive calls or send texts while roaming abroad - see here:
