Im abroad at the moment just topped before I left but cannot use my phone or send messages

Even with membership you will need a credit balance on your account and/or an EU roaming calls/texts add-on if applicable to be able to use services. Just having membership does not mean that you can make/receive calls or send/receive texts while abroad. See the roaming sections of the pricing page:

If you're roaming in the EU then having an EU roaming bundle is probably the most cost effective option.

Note that data roaming will not work abroad.
